ecas hasn't been updated since 7 months for me, so i don't think they really give a damn about it lol

i think there is nothing to do with ecas!! it still shows application received since 2012 while my GCMS showed that my file been transferred and in process since feb 2013..

it takes 30 to 45 days for a reply, make sure at what email they are contacting you and check the junks..

their website shows they are currently processing Nov 2010 check it yourself http://www.immigration-quebec.gouv.qc.ca/en/immigrate-settle/permanent-workers/official-immigration-application/processing-times-table.html but that doesnt mean they dont process newer files faster.. 2010 files...

there is no fixed process time for all files, they work on file basis, i was nov 2011 applicant i received my CSQ within one year, it was priority treatment, but still you sent your file like me to montreal not to damascus embassy like 2009-2010 applicants, besides the current CSQ restriction...
