Based on the cases from the last couple of months, if something is wrong with the application CIC simply return it and skip charging. However, I HOPE you are wrong or else many people would get sad. I'm sure most of us are paranoid already, so let's hope once PER is received no bad news would...

I was talking about the company reference letter. Without such letter you are simply not eligible for FSWP. Check CIC site for details.

It depends... My case: If you were talking about the time the cc got charged (transaction date in your example), it was the day I received the notification. I mean, I always receive the notifications the minute I use my card, e.g. paying gas bill, order smth online, use the card on terminal...

No, you are wrong. My cc charge was on Saturday morning NS TIME. And also I do not live in India. My time zone is GMT+2 (or Nova Scotia +6)...
