There might be chances of getting such reply due to all the waiting and frustration. But still everyone here is a optimistic and tend to laugh sometime. :)
NO one know when the file is transferred as no one this year has got the AOR from NDVO. But by speculations normally the file is transferred within 20-30 days of PER and after that put in queue for visa officer to take up the case.
Normal time frame is 45 to 60 days, but no one is sure. There have been applicants who have received within 45 days whereas there are guys like me who received a second line update just few days back after 60 days but no MR.
So you can keep in mind the time frame of max 60 - 70 days. I mean max...
Finally after 60 days of waiting for any update from NDVO got a update: :D :D

1. We received your application for permanent residence on May 16, 2014.
2. We started processing your application on October 30, 2014.
Now I can finally reset the waiting period...

No need to worry dude, I am 16th May applicant and have received PER on 4th September. But till now havn't heard anything from NDVO.
Right now there is nothing we can do other than to relax, be positive and cheer up the mood.

Dude NDVO is not as fast as LVO in any stage. Currently there have been applicants in LVO who has already received PPR or even PR stamping whereas NDVO hasn't even sent a single PPR for 2014 applicants.
So just relax and your turn will be up very soon.

Sorry to be negative, but practically speaking if you are applying now then there are no chances of getting into the cap. As 2173 might be already filled up by applicants who had sent their applications before end of August or mid of September.
You can try in 2172.
There are many who hasn't received MR even after 45 days and I am one of them it's been almost 60 days and still waiting.
NDVO is asking for MR, PCC and RPRF without any pattern. Many guys have received all of them whereas many have just received only of the request. Please let your friend...
