    Did anyone figure out that when exactly does the CIO counts the application as complete and adds it towards the cap as +1...? Thats the million dollar question for now............

    Yes first they check only for completeness and quality comes at the later stage. If ur within the required criteria u get a PER else a NER So the junk is still in CIO............... :P
