Sometimes background checks are done even after they send out the PPR, so if the file is waiting for the decision making officer that does not say anything about the bg checks. But it does suggest the file is in the final stages.

Do you have your CAIPS or GCMS notes, if the PPR was sent month or so after the BFD then you should get the visa back soon, as they have done the background checks already.

Congrats Ella sis, remember I told you that because PPR came three weeks after the due date means they have already done the background checks so you should get the visa right away! Hope you have a blessed life! Please remember rest of us in your prayers too.
