Submit your TRV application online. Once your TRV is approved, you will get an email from CIC to submit your passport through VFS . Its usually pretty fast. I got approval email within 10 days after applying online in india.

You don't need to inform CIC about your new passport once you get the PR card. The only thing you need to do is carry your expired and renewed passport, whenever you are travelling outside of the country.
