In pakistan, it can be done within an hour. its all depends on ur relations with the athourities. but for UAE, it took 4 to 5 business days.

Brother, i m from July 2011 case, still waiting for PPR for last 7 months, currently working in Abu Dhabi, UAE - i believe it will be a good decision for you not to wait for PPR and come to Dubai for work, if its really necessary. because CIC is handling cases on ordinary bases.

Yes, he can, as i did the same cause i live in Dubai, just download the Doctor's list for Saudi Arabia from CIC website. and contact any doctor which suitable to your husband and ask for the requirements from the doctors cause everywhere is different like in pakistan the fee for complete process...
