Yes, you must use VFS. There is no other way around it. When you get PPR, the visa is already issued, they use a secure service to obtain that sticker and paste on to the passport. It takes only 2 days. However, you must hand the passport within 30 days of receiving PPR.

There is no partial police clearance for Sri Lanka for short periods. The police will handle this for the past 10 years or since the age of 18. Our clearance was for july 2015, the second one was a complete pcc as the first one.
