If University will give you LOA. then Visa will be the main issue for you. They may reject you. Better to retake Your IELTS once more. Why you want to take risk with VISA rather than taking more chance with IELTS ( which will improve your communication skills too).

with IELTS 6.0. it is very tough to get into university that too for MS. chances are very low. better take IELTS once more and try to get 6.5 or above. then apply for Uni.
