Just wait a few more more weeks/months, you will get some good news from NDVO. So far, some person who submitted their application in the early part of may, have gotten MR. No one can say for sure when they will process your application, but the good news is that your visa office has started...

I can't for sure which date exactly they are processing, but it think they are now working on the second week of september applicants.

If you can get them notarized, then it won't hurt. Please make sure you send the Original ECA report with your application. However, it is not a requirement to send notarized copies of your identify documents.

I think it is ok to do an enquiry. It is recommended to wait at least 8-10 weeks, before making contact with CIC about your application status.
