I don't think it has 6 months validity only. There are some valid for longer period.

It is normal, don't worry about it. Or the first one might have had an expirty date on it. For example, some police clearence certificates are only valid for six months, and some for an year. The one you need shouldn't have expiry date on it.

You can pay all of it at the time of submission of your application or you can pay sponsorship fee which is 550 now and pay the rest amount later when thy ask for it. Both ways it's ok.

They returned 550 because your husband paid more fee. The exact fee is 1050 I think or around there.
