yes you will need copies of their birth certificates... for other ID, to they hold any type of Health Card... Here in Canada, we are able to go to our local Department for Motor Vehicles and get a Government photo ID for a small cost. Would this be an option for you?

which country are you applying from?

My understanding is that they were common law in their country of origin and if they were for at least one year there, would our government not recognize that as well as their seperation for the purpose of his work permit?
