I also got this security error. It usually will ask me whether to continue or not..When i click continue I can login to ecas with my id and password. You can set you security level in properties to low and then give a shot. If the CIC server is up, then it should work...

If you are logging with your own id then it will be the same address shown in the same page. They will give you a new client ID for your wife file. When you login with that ID there will be just one address. Late once decision is made there will be two address.
