When I called CIC, agent told me it varies. Sometimes 30 days sometimes 60 days. No one knows exactly.

That's for sure. They don't know what email address they have to use to send the money receipt. I don't know it was on purpose or what !! My papers are very clean and I shouldn't take lawyer. That was a mistake !! Thanks again brother!

The best solution for you would be send your passport then get visa. Then go for landing and then get PR card then fly to home with PR and happiness :-). This is my answer may someone has different than me. Good luck!
