as written in the application guide You must submit language test results from a designated testing agency to the CIO with your application.

the ielts result is counted from the date of submission to cic, in ur case ,it is 10 month , so in my opinion u dont need to submit another one.

hi the easiest way is to pay by bank transfer ,in euros. & inform the bank that you will pay all the rates , so they will transect the transfer fees from your account only, you will have to pay about 745 euros.
