I think you can renew it either in Sri Lanka or Canada. However, if you file your renewal in Sri Lanka while you're on holidays and it is refused, you cannot come back to Canada even with your valid work permit. That's a risk that you have to take. Call CIC toll free number and ask for...

You'll need to renew your TRV. A work permit only allows you to stay in Canada. It's not valid for re-entry purposes if your TRV is expired.

Your best bet is to call CIC. They should KNOW for sure. I always call when I got confused with some questions or details needed with my application. The queue might be long but it's worth the wait rather than risk sending an application with incorrect details.

The OWP application is the same as the form for Application to Change Conditions, Extend My Stay or Remain in Canada (IMM 1249).
