Yep, that is when there are no issues about your completeness check. It takes more time when there are a lot of documents in your applications or they do some requests about your documents, etc. It happens, don't worry and be patient.
It happens when they need more time to verify your papers before finalizing the completeness check stage. It can take up to 1-3 months and more after UCI is changed/linked.
If English score is all ten then yes, only French, it's not that hard to get all 7 in French. It won't do you any harm and would be even helpful in Canada.
But I am sure the score will drop to 500 sooner or later.
You do not have to meet the funds requirement if you were invited to apply under the Canadian Experience Class.
