if i have done 2 certificate courses in canada each lasting for 8 months in 2 successive academic years then it makes me eligible for a work permit of hw many years??

i want to know if one academic year which is equal to 8 months is equal to one year of study..it requires you 2 years of studies to apply for PR.does this means that 2 full academic years are enough which is 16 months of education or it will need 24 months of college??
