I applied in late April this year at the Buffalo NY office....What I am not happy with is why the officers hasn't got new instructions to process applications after the new rules announced? I mean they should tell me if I am eligible or not, not to issue me a file no. instead at this moment.

I just got a letter from Buffalo with a file no., that says my application will be affected by the new rules, but they don't know how it will be affected, because they didn't get any new instructions yet........but as I understood I am not eligible to be processed according to those new rules...
