In my own experience, no need. That's only for OFW. You just have to pay the 750 unlike the OFW. And be sure you can provide any address in Canada where you'll stay even hotel address will do.

Is it better just not declare your accounts or money saved offshore so you don't pay taxes? They can't prove it anyway as almost all countries have Bank Secrecy Law. Is it unfair to tax the money you didn't earn in Canada?

Leon, just for confirmation. Is it really 1095 days or just 1094 days you are allowed to be outside Canada? Because in the PR Card application, if your total nos. of days is already equal or more than 1095 days, you have to answer Section D.

I think it is easy to comply with the residency obligation if the PR can easily get a job in Canada. I think the Canadian gov't. should focus on how to make it easier for the PR to get their qualification certified for them to qualify to work on their field of expertise.
