    If so then how were they counting the NOC and posting it on their website ? I mean without opening the envelope

    How could he be then counted towards the second NOC CAP once it has been filled ???? and thats my main point The qualifying NOC can only be counted after careful review of mentioned duties and not by date, if the applicant has filled multiple NOCs Whats the opinion of other guys ?
