You can send the passport to Buffalo. You need not be physically present to the Visa Office. But in my case there is no way to send it to Buffalo as I am going back to India and it is not legal to send passports in mail from India. Only alternative for me is to travel to Buffalo with my Passport.

They don't expose any email address for public contact. The address they send emails from is FSW-Centralized-Intake-Office@cic.gc.ca U can send emails to this address but they generally don't reply.

If CIO finds any problem in your application they will return it with demand draft. U can send them a mail otherwise there is no way to contact them.
