what does it means the parents aren't diplomat?

Hi i just wanna ask if the child born in canada with both filipino citizen parents (status of parents in canada is still on processing of permanent resident visa - they are not yet PR) what would be the citizenship status of the child? Hoping for your feedback... Thanks and regards! :)
