No. That's the reason they first check for the completeness of the application and then update the count. Incomplete applications will be returned to the candidate during the initial phase, that's before cap update.

Please don't spread wrong information. There is nothing like "CIO will match the experience with Qualification,if it does not match they will reject the file. ". This is applicable only for Qubec migration as far as i know.
