I think you can be a bit more optimistic than 2/3 years. CPP-Ottawa are currently processing all applications for MI-4 submitted between 9 November and 22nd December 2011 on our thread. Still no news from anyone who submitted their applications in January 2012 as of yet.

No news from Meteor 2012? Should be the next in line for some news about now.
