Hi all, Was anyone able to get RAMQ on an OUTLAND Spousal application before receiving their COPR (Confirmation of Permanent Residence)? We are pregnant and have CSQ through outland spousal, but have been told that we are eligible only after COPR. Is this true???

I don't recommend making assumptions. I would find a way to send them a scanned copy by e-mail. IF they want the original they will ask you to mail it. or you can do both if you're worried or proactive and want to minimize delays...
