No, you can apply while out of Canada. You apply for PRTD to travel back if card is expired and apply PR card when back in Canada. http://www.cic.gc.ca/english/helpcentre/answer.asp?qnum=065&top=10

My status changed to "Complete" Here is time line- Sent July 11 acknowledging receipt of your application(s) on October 10, 2018 started processing application on October 10, 2018 card sent by mail on October 26, 2018. Hopefully will receive card soon
