any idea, how come people who applied in dec 2012 received their PR already in june, while who applied in may 2012 are still crying?

Does anybody have any information on how cic pick and select the files received under identical category, same location, job etc. and process them, even if both the applications doesn't have any criminal records? why I am asking this is, me and my friend applied at the same time, same...
