You should stick with your OPEN work permit. Work permit support letter is used for those who has WP expires soon and don't have enough time waiting for FN (from AOR) to apply a bridge work permit (open as well), in this case, they can use that letter to apply a closed work permit.

Looks like it's not about system upgrade. I had 'You may not hear' since AOR then changed to 'We are processing' few month ago. Then I got MR, PAL, ADR since then.

I won't make the call because it doesn't change anything. lol

CIC has made some little changes this year (2019), for new application, it will have a "False IP2" once submitted. Please see below link for updated one...
