But, in CB its not given, instead 2 min in-between of each section. Never try to write the answers on paper thinking of transfer it later...

It's better to include IELTS, giving with extra information is better than later they come up with! Then it would delay your processing. It's good to give all the documents you have before they ask.

I think if you take L8, R7, W7, S7 will boost your score, just check using this band score in CRS calculator http://www.cic.gc.ca/english/immigrate/skilled/crs-tool.asp .

420 is good score, but make sure that you are getting the ECA done in short time. Anyways if you get ITA, you will have 90 days time to submit all doc's.
