Might be but this is a very strange position. The Gov't is not directly affected at the moment. Only people affected are immigrants applying. Tourism and Education are suffering but the deficit in tax dollars will only be felt some ways down the line. For now its a no loss to Govt.. or not...

You are allowed to carry anything when coming to canada first time. Just declare it and since it is first time landing you dont have to pay duty. Dont need to even wear it.
