    Re: change address option in ECAS I don't know about Ottawa/NDVO, but my personal experience tells me that Local VOs reply to enquiries much faster than CIO, I guess it's because they deal with much less cases. I once asked BeiJing VO about some issue, i got a reply the next day. Hope it helps.
