Hiii....Where you from ?? If you are from India ... then under SPP category ... You must have to do IELTS .... whereas, on General category ... IELTS is the requirement of College/University not the embassy ... But, it is highly recommended that get your IELTS to avoid risks and secure maximum...

You can go either way you want ..... But, i personally feel that .... 1st transcript is better than the 2nd to turn things around ... Go with 7.0 ... Good luck ..

It is not like that ... If you are applying on student VISA ... then only your IELTS bands are needed not these scores .... The scaled points against the IELTS bands (as you keep 12 :D) would just be needed if you apply for immigration ....
