WES ECA is require if u r applying under SINP Express Entry stream as without it u can't create EE profile. For SINP Occupation in demand stream, ECA is not require. Only transcript/mark sheet and degree certificate is enough.

R u sure that u tried to submit Occupation In - demand application? Bcoz I have seen few cases in which they have entered Express entry profile number and so they were getting this message as EE stream is already filled. Confirm this.
