My file was trasfered from Ottawa to St-Clair. Time of transfer was almost 3 months according to last ATIP. Someone can walk and it would be faster. ;D Anyways. Test was passed in February 2014, RQ was issued in March 2013 and submitted in April 2014. File was accepted to St.Clair in May 2014...

Yes. I've sent my RQ in April 2013. After test my file was trasfered to St.Clair (ATIP in May 2014) In my May ATIP I can see following: RQ analysis in St.Clair is required. See ISEC report. RQ file received from Ottawa CIC and placed in queue. FZ

Looks like file was transferred not to your local office, as for me all this looks like St.Clair I am sitting from test (February / 2014), which was passed, file was transferred to St. Clair in May / 2014. And waiting....waiting....... Probably ATIP will help with some explanations.

You will definitely need Canadian passport to enter Canada as Canadian. Citizenship certificate will be good once or twice :) if you cross ground border but not air.
