    He cant claim points for her wife's education.. He can only claim points for his wife's ielts. Spouse educational points were old rule. So it is not at all necessary to send dependent's educational docs.

    Try university of toronto. If possible if u have friend or relatives in canada ask them to go in person. This wud take less time.

    Thats the right place. Do visit cic.gc.ca for confirmation. London is the visa office where our file will be transferred after initial completeness check at nova scotia. So dont worry.
