My friend is applying from Sweden, and the Swedish VAC says the applications go to the UK office.

Hey, if you are not currently a resident of India, then you are not eligible for SDS. To be considered as a resident, you may have to spend at least some amount of time. You may look this up.

I have just confirmed that several Chinese applicants, who have submitted full application, received AIP instead of full approval. I guess AIP distribution is a regional thing.
