I dont think any new rules will affect people who already applied. In other words, whatever time you made application your assessment would be against the criteria at the time you have made the application (not at the time your application is being assessed.)

Sounds like Quebec is all about BS already...they have not yet initiated contact nor did they send what candidates need to send. People are already having a good experience before immigrating? mmmm..any 2nd thoughts??
