B4a is just an extension/addition of B4 form. You will be required to fill the B4 form which has less space to declare your stuff that you will be importing. If there is a need only then you will fill up the B4a. The pdf files in the below link will give you more clarity...

Guys....they update your ecase status...my file was transferred to Detroit......they updated my ecase about 20 days after the transfer
