Indian passports can be renewed earliest by 12 months from expiration i.e. in your case from dec 2014 onwards you are eligible.... but since you have got PER, I would suggest don't get it renewed now... get your visa stamped ...get you sin PR card (most likely by march 2015) and then go ahead...
