You can work without PR card on Hand. COPR is good.

Also COPR is not valid for Travel, as airlines, take it as a risk, because, in case of a denied entry, they will have to bear the expense to deport. Also, say if you Travel to US ( if you have visa for US), you can still fly to the US and take a greyhound to Toronto or Niagara.

Here in Detroit, officers have told me, they will not allow my H4 - EAD spouse to enter states and work. She has both H4 and B1 stamped on her passport. She can still come in and meet her friends or go to a restaurant or shopping in the US.
