I think this is not the case. My noc is 2148 with further classification is Textile Engineer. Trust me, there is nothing like Textile Industry in Canada. Still got the NOI. So I guess anybody above 400 stands a chance

Would like to add one more point. There were a certain # of people who were already in the pool with low IELTS scores. They improved their scores and were bumped to higher scores. I believe now there wont be a lot of old profiles left in the pool who need to improve their score. So now people...
