yes, except for certificate programs..but I guess the course duration should be more than or equal to 1 year

once you upgrade, you will get a new Reference No which will have both your Bachelors as well as Masters details. you need not send Bachelors details as they were already assessed by WES.

your updated reference No will have both the ECAs i.e the first one for Bachelors and Second one for masters.. so dont worry
