I just went to the website, selected my date of arrival and departure and then chose my room. The room rates will have keywords that tell you which pertains to the quarantine/GAA rates. Your mileage may vary because not all websites have the same design.

I was able to book online at Abercorn Inn (the cheapest so far out of all YVR hotels). If you want to check if a hotel actually allows online booking, you should look for the indicator that says "GAA" on the rate.

From how I understand it, that a traveler must be able to reserve and pre-pay for their stay because the hotels are mandated to have that functionality. But here you are having a hard time getting a hold of an agent through the hotline. Also what I meant in "I hope you all get this sorted out"...

Congratulations on your approval! The answer is probably no, there have been cases like this before where the other fields are not updated and yet was still approved. The key takeaway here is that the final decision takes precedence over the other fields.
