Hi, your question has been answered several times already. The answer is NO, the time your application reached CIC, your IELTS validity is locked, so you will be ok.

Well personally I don't like this, I mean 25 working days because my app reached CIC at July 09. So please leave out the time when it is filled, just say it is not yet. :(
