you just one PCC form India. PCC is country specific. For the US, I think you do not require one.

My ECAS says they started processing my application on Feb 21, 2015 and I got ITA on Mar 27, 2015 .. thats weird

not sure if you can apply to BLS for the PCC, I think you can directly apply to Indian consulate. Thats in NYC, not sure about other regions. they say 2 months, but it comes in a week. However, if it is getitng late, you can submit with the receipt and copy of the application form. HTH

IELTS is fine upto 2 years. PCC should not be older than 6 months when you apply. Hold on to your old passport, you might need it since the PCC stamp is given on the passport also.
