I don’t think that information is true. i had sponsored my wife. she just landed in May 2018. Though we are not qualified for spouse sponsorship but we are still eligible for parents as long as we met the LICO.(my undertaking for her is still with in 3 years and still valid now)

An affidavit will work but people have been asked for Marriage certificate on later stage. ( one of my know is asked even for super visa) so It’s wont take long to come , probably in a week. One of my friends parents were married in 70s and they are applying for marrige certificate as well...

Thanks for clarification. One thing more am I still responsible for my spouse ? Because it’s asking in financial evaluations(Question 3 B I )about previous undertaking which are still in effect. And again question 5 is about spouse.

Instead of making sarcastic words you should research about LICO. People are waiting here from long time, paying enough taxes , doing research’s to qualifying. It’s completely up to you if you want to make another mistake.

You can get PCC from your Consulate Genrel here in canada and it’s easy as well as compare to back home.
