Question guys! Does my husband need to pay "Avareze khoruj" for his first time leaving?! He doesn't have his PR card yet to show so I believe he needs to pay, is that right?

If he is school (Primary or secondary) age, you can enrol him in a school as an international student (It costs a lot!) and he can live with you while he is in school, and then he can apply for university and then apply for PR.

Hi guys :) My husband will be landing in two weeks. I noticed that the declaration card that we get in the airport has a section for residents and a section for visitors. Which section does he need to complete since he is not a resident yet, neither he is a visitor?! Thanks!

The fact that the VOs are issuing the visa quicker is for all of the VOs. They are trying to reduce the number of applications in hand and get to the older ones. Even Ankara VO is being really quick! The website says 16 months but most of us who applied after June 2012 are getting our visas...
