yes they'll ask for it before sending passport request email but as its gonna cause some more delay on the app it is suggested to pay it in advance n before they ask for it.

hello i think u r supposed to stay in canada till u receive ur pr card which takes around 2months or so if i'm not wrong. then u may come back n fly again.
