As long as that was signed by hr or authorise person from the company and the letter are officially from the company then it wouldnt be an issue..

Thanks for your answer. I just dont have an idea if there is someone from 2013 applicants whove got CC charged but received NER...so big chances for us as 2014fsw applicants that once our payment taken by CIC we have big chance to get PER.

It would be better if it was done with letter head so it will looks genuine and professional, you can not just do it then someone will sign otherwise everybody can do the same to meet the criteria. It always be good if this is comes from the company youve work for so that it valid. I think you...

You can handwritten the zero liabilities or you can put say $100 dollars sa liabilities and it wont harm you..

Its all up to you. What ive done is just follow exactly the CIC instruction and i did not include the documents that were not asked to provide otherwise might lead to confusion but again its all up to you.

As u said earlier that you have submitted ur application way back 2005, if that is still active then you should mentioned that in your application, perhaps you may give them any reference number of your application which i believed you have that already from the CIC correspondence from ur...
